ON THE ISSUE OF THE HUMAN CAPITAL THEORY

Background. Scientists put a lot of emphasis on the theory of human capital at present. It is connected with the requirements of developing tactical decisions and practical measures to overcome a lingering structural crisis in the Russian economy. These decisions must be taken under the following conditions: a new technological mode based on the economy of knowledge and the long-term social and economic development strategy of the Russian Federation. The purpose of the article is to study the evolution of the theory of human capital and to identify the economic substance of its main categories.
Materials and methods. The research tasks were implemented through general scientific methods of unity of the historical and logical approaches, analysis and synthesis.
Results. The author carried out the research of human capital in the modern economic theory; analyzed the development of this definition into the economic category by foreign scientists; revealed its ancestral features of the economic category of “human potential”.
Conclusions. The development paradigm of post-industrial society based on the economy of knowledge forms a new quality and a new role of a person in the economy, and aggravates a contradiction between labor and capital in terms of the structural crisis of the modern economy. Therefore, it is necessary to carry out further study of the phenomenon of human capital in economics.
